It can be sometimes. Are you doing a Flash site or normal HTML/CSS? If Flash I have tons of links that can probably help :)

i am trying to do flash i just dont really understand how to use flash cs3 yet and how to incorporate that into dreamweaver. If you have links that would help i would love to check them out!

Flash CS3 can do both AS2 and AS3 and either is fine but AS2 will allow you to export as a Flash 7 or 8 player which most people have (98+%) Using AS3 you have to have the Flash Player version 9 which about 94% have currently. Most of the fla examples on the net still use AS2 though. You can download this basic site that has transitions in/out for a reference. This Dynamic Flash Photo Gallery also is pretty cool that comes with a CMS.
